This is a gated community with vacation homes. About half the people we saw there were Americans on vacation. One of our friends has a relative who owns one of the homes.
Rosarito has a lot of tourist oriented places-you will find signs in English and shops with handmade things at a good price. (If you know how to wrangle!) Also some nice beach places.
